The police must register an FIR when information discloses a cognizable offence. An FIR can be registered at any police station as a zero FIR and, for some offences, online. When a complaint is not registered, the law provides routes to escalate it. GurugramHelp assists with drafting the complaint and the documents for each route; court applications are made through an advocate.
What can I do if the police refuse to register my FIR?
Send the complaint in writing to the Commissioner of Police (or the Superintendent of Police). If it still is not acted on, an application can be made to the magistrate, who can direct an investigation. Keep copies and proof of everything you submit.
Writing a complaint that gets action
- What happened, in order, with dates, times and places
- Who was involved, and any witnesses
- What was lost, or what harm was caused
- Supporting evidence: photos, messages, bills, medical reports
- What you are asking the police to do
Zero FIR and online complaints
You don't have to go to the police station with jurisdiction: an FIR can be registered at any station and transferred. Haryana Police also accepts many complaints online, and some offences can be reported as an e-FIR.
The escalation route
- Give a written complaint at the police station and keep the receipt
- Send it to the Commissioner of Police (or Superintendent of Police), with a copy of the first complaint
- Apply to the magistrate for a direction to investigate
Complaints that belong elsewhere
Some complaints have a dedicated channel: online financial fraud goes to the National Cyber Crime Reporting Portal (helpline 1930), consumer issues to the National Consumer Helpline, and workplace issues to the internal committee or the labour authorities.
How GurugramHelp helps
We help you write a clear complaint, organise the evidence and prepare the papers for each step of the escalation.
Common questions
What is a zero FIR?
An FIR registered at any police station, whatever the place of the offence, and then transferred to the station with jurisdiction. It stops jurisdiction being used as a reason not to register.
Can I file a police complaint online in Haryana?
Yes. Haryana Police's citizen services accept many complaints online, and e-FIR is available for specified offences.
What if the offence is non-cognizable?
For non-cognizable offences, the police record the information and refer you to the magistrate; they can't investigate without the magistrate's order.
