When a vehicle registered in Haryana is going to be registered in another state, the current registering authority issues a No Objection Certificate (NOC). The same applies when it is sold to someone in another state. GurugramHelp assists with NOC applications, NOC cancellation and the checks that come before them.
What is a vehicle NOC and when do I need one?
It's a certificate from the registering authority where the vehicle is registered, confirming it has no objection to the vehicle being registered elsewhere. You apply with Form 28. Before issuing it, the authority typically checks for tax dues, pending challans, hypothecation and theft records.
When a vehicle NOC is needed
- You're moving to another state and taking the vehicle with you
- You're selling the vehicle to a buyer in another state
- The vehicle will be re-registered outside Haryana
What the RTO checks first
The registering authority generally looks for anything outstanding before issuing an NOC. Clearing these in advance avoids a rejected application.
- Road tax and other dues
- Pending e-challans
- Hypothecation: the financier's NOC is needed if a loan is active
- Theft records, often through a police or NCRB report
- Mismatches in the owner's name or address
Documents commonly involved
- Form 28
- Existing RC
- Valid insurance and PUC certificate
- Owner's ID and address proof
- Financier's NOC, if the vehicle is hypothecated
- Chassis number print or police clearance, where the authority asks for it
NOC cancellation
Plans change. If an NOC has been issued but the vehicle is staying in Haryana after all, the NOC can be cancelled so the vehicle continues under its current registration. We help with the request and the supporting documents.
How GurugramHelp helps
We check the record for dues, challans and loan entries first, prepare the application, and assist with the applicable RTO formalities through to the NOC.
Common questions
Do I need an NOC to take my car to another state for a while?
The NOC route is for vehicles that will be re-registered in the new state. Under Section 47 of the Motor Vehicles Act, a vehicle kept in another state for more than twelve months has to be re-registered there.
Can an NOC be cancelled?
Yes. If the vehicle is no longer moving, the NOC can be cancelled through the registering authority so the existing registration continues.
Is an NCRB report needed for an NOC?
Registering authorities commonly ask for a clearance showing the vehicle is not recorded as stolen, which is why a police or NCRB report is often part of the NOC file.
